[TYPO3-core] FYI: Added feature #7667: htmlArea RTE: Usability improvements in table operations

Problem:
Make life easier for authors who need to edit tables using the RTE.

Solution:
- All table properties may be specified in the table creation dialogue.
- Administrators may remove fieldsets and specific fields from each 
dialogue individually.
- Administrators may define default values for various properties.
- Administrators may remove items from selector lists.
- New fields make it easier and less error-prone to define the general 
layout of headers, to change row/column cells from data to header and 
vice versa.
- A new column properties dialogue make it possible to change the 
properties of all cells in a column.
- CSS styling is fully integrated with the Block Style feature.
- Float and alignment properties are set using css styling.
- Administrators may configure classes for odd/even alternating styling 
of rows and/or columns.
- If required, a button may be used to re-apply alternating css styles 
on a table.
- This patch also extends the extension/plugin API so that Table 
Operations and TYPO3 Color plugins may use it. (API manual still needs 
to be updated).
- The user manual is updated and the version number of htmlArea RTE is 
raised to 1.7.2.
