The idea is that: client sends UTC-time to server (which should be 
working already), server knows that it will ALWAYS get UTC (regardless 
of clients TZ setting) transforms that UTC back to server-TZ (which is 
what seems to be broken because of my missing t3lib_tcemain patch).
