[TYPO3-core] RFC #7626: Date/time handling is completely broken in 4.2

Why? That is the output part (DB to client). And as you can see there is 
already a conversion though is broken (1h offset instead of offset in 
minutes and also wrong sign ?!?!). See one of my posts for a fix.
