Of course the timezone bug is a blocker for 4.2 final and also for 
release candidates (at least I'd say so; the final word is Ingo's), but 
Betas are more like snapshots of what we have at the moment, and the fix 
was not yet tested enough to commit it today; so the consequence is just 
that the fix needs to go into the next prerelease (be it Beta3 or RC1).
