[TYPO3-core] RFC: Feature Request #7247: Add hook for warning messages with Help->About module and improve existing warning messages

The patch doesn't apply cleanly to TYPO3_4-2 any more, but here's a +1 
based on reading anyway.

Looks like a really useful change.
