Problem:
Module Admin tools > Indexing has no docheader and is not according to 
new BE user interface

Solution:
Add docheader to module

Note: Jens and I recently had a talk about the docheaders and icons. 
Also we've got some user input about the items in the docheaders. We 
will make a proposal soon to delete redundant and unnecessary icons and 
move the function menu (dropdown) to the left.
