User setting only as a default. The toggle button comes in handy if you 
come across rarely used tabs once awhile. No need for tabbing through.

Though I think that the tabs are just a matter of what you are used to. 
Many windows apps have tabs. When you first encounter them, you'll have 
to click them all. After a view visits you know where all the options are.
