[TYPO3-core] FYI: Fixed bug #7583: htmlArea RTE should allow to markup text in absence of any block element

FYI: The attached SVN patch was committed.

Problem:
When a new content element is created, there is initially no paragraph 
or other block element in the editing area. However, if an author does 
enter text, (s)he should be allowed to markup the text with inline elements.

Solution:
Enable the inline elements buttons and dropdown when the containing 
block is body (and text is highlighted).
