[TYPO3-core] RFC: Feature #4655: FeUsers in table sys_lockedrecords

Hey Stefan,

I'm trying to follow this thread here, it's quite a bit confusing.

Can you please split (as announced) your patch and then send it as a new 
BT to the core list? Otherwise people won't test as it is too complex.
