[TYPO3-core] FYI: Fixed bug #7560: Incorrect behaviours of block style in htmlArea RTE

Problem:
The following issues arise in TYPO3 4.2 beta1:

Block style does not ignore class names reverved by the editor resulting 
in incorrect behaviours on tables with show borders feature.

For htmlArea RTE, Page TSConfig property classesParagraph should 
translate, as documented, to classes allowed on div element rather than 
p element.

Solution:
Correct both issues.

Note:
The patch also includes some cleanup and factoring out of functions that 
may be usefully invoked from other plugins.
