[TYPO3-core] RFC #7533: PHP version checked too late, PHP 4 will beak on inclusion of t3lib_div

Hi!

This is a SVN patch request for TYPO3-4_2.

Problem: The new t3lib_div has keywords public, etc and so PHP 4 will 
break before any PGP version check comes into play.

Solution: Move the check using version_compare() to the top of init.php 
and index_ts.php
