I don't have any major problem with task center styles being in
typo3/stylesheet.css, but the styles there should define the base
styling and color scheme when t3skin isn't present.  You can then add
some rules within t3skin that override this default styling.  

I don't expect this would be anything more than a color scheme change
between the two, but it will make a nicer experience for those not
using t3skin.
