[TYPO3-core] RFC #7501: Remove Static-Templates from standard installation

Hello group,
while making further tests in different sceneries I just found out, that 
my first diff missed changes in sysext tstemplate.
In Bugtracker you'll find the updatet version.

Please test and / or give your comment on my way on handling this task.
