The docheader is the toolbar at the top of each module. Have a look at 
the screenshot. The docheader is fixed. Module content will scroll below 
the docheader while the docheader stays where it is. All edit and save 
buttons and function menu's of the modules are always visible and won't 
disappear when you scroll within the module.

Currently this is implemented in most of the Web submodules in beta1.
