Well, if there are five fields with flexforms...

If it is only about pi_flexform, then it does not look right that one field has tabs and top and other do not.

I am very sceptic about this idea. I think we have lots of bugs that need attention They are much more important than moving pi_flexform tabs at top... Just my 2¢.
