[TYPO3-core] RFC: Bugfix #4186 GIFBUILDER cropsized images have bad quality

REMINDER #1

Still one core dev needed to have a look at this and finding time to commit it 
afterwards.

I cleaned the patch up slightly (mainly whitespaces), so that it looks better now.
Since this is a BIG improvement of cropsized images I would really like to see 
this at least in 4.2 (better in 4.1 too).
