[TYPO3-core] RFC: Bug (?) #7378: "Clear all caches" doesn't delete temp_CACHED... files.

it's not easy to find a good expression for it, it's indeed "all" but only 
DB..
The only different one is the temp_CACHE files, so may be this has to be 
changed.
May be "Clear Ext Config" or "Clear BE temp files"
So that there is not the direct association to cache for Users.
