[TYPO3-core] RFC: Bug (?) #7378: "Clear all caches" doesn't delete temp_CACHED... files.

I think i have a better idea:

leave all as it is atm (but with more clear labels)
in cacheCmd=all could be a real hook.

So any developer can do individual things with this hook, eg clearing temp 
files as well or special extension cache tables etc.
