[TYPO3-core] RFC: #7361: User Setup is not nice to use in the new skin

Hey all,

I commited the attached patches to trunk. Thanks to Steffen Kamper for 
the big help.

We fixed a couple of things:
* CSH help on the right
* Only available langauages selectable in drop down
* Added a new LANG field when disabling the help icons.
* RealName on top of the module
* Added shortcut to the bottom

Also attached a screenshot on how it looks now.
