[TYPO3-core] RFC: Correction #6825: TCEforms -- Icon for empty palettes should not be displayed

Hey guys,

alright. I just checked Malte's Patch. Although it does what it should 
do, the labels for the extra palette icons were missing and the template 
stuff was added unnecessarily (IMHO, sorry Malte).

I added the labels and did the changes slightly different (less lines of 
code changed). Anyway, attached is my version, which I'd give a +1 of 
course after digging into the code, testing and reading the code :)
