[TYPO3-core] RFC: #9901: Enable stdWrap for expAll

Hi,

This is SVN patch request.

Problem:
Currently expAll lacks stdWrap properties. This can be useful if you 
want to set expAll=1/0 depending on the total number of menuItems.

Solution:
Add stdWrap
