Do you agree to introduce a new TYPO3 global debug variable?

E.g.
$TYPO3_CONF_VARS['SYS']['reportErrors'] = 1
0 ... to allow @ before function calls
1 ... no @ before function calls is allowed. This can be slower, but 
will always give all error messages.
