[TYPO3-core] FYI24: #9999: Setting [BE][compressionLevel]=true causes problems

Hi!

This is SVN patch request.

Problem: After fixing 0009947 using 'true' is no longer possible because it makes blank output.

Solution: test this setting for int before setting it to 'zlib.output_compression_level' and change the description in config_default.php accordingly
