[TYPO3-core] FYI: Fixed bug #9969: htmlArea RTE: blindImageOptions is not honoured by TYPO3 4.3-dev

FYI: The attached SVN patch was committed.

Problem:
In TYPO3 4.3-dev, the Insert image dialogue honours 
buttons.image.options.removeItems
but not blindImageOptions.

Solution:
Correct regression bug.
