[TYPO3-core] RFC: Bug #9948: Label rm.clearCache_pages was abusively removed from core lang file

Problem:
The label "rm.clearCache_pages" was removed from file 
typo3/sysext/lang/locallang_core.xml. It may not be used in core 
anymore, but it is referred to by extensions, TemplaVoilà in particular.

Solution:
Bring it back :-)
