[TYPO3-core] RFC: #9887: Labels 'TEMP' and 'RECYCLER' are hardcoded

This is an SVN patch request.

Problem:
The labels 'TEMP' and 'RECYCLER' in the file 'class.t3lib_foldertree' was
hardcodeded.


Solution: 
I dont know where these labes be shown, so i just add the string to fetch
the labels from locallang_mod_file_list.xml.
