[TYPO3-core] FYI: Fixed bug #9878: htmlArea RTE: js error may be raised when loaded through IRRE Ajax request

FYI: The attached SVN patch was committed.

Type:
Bugfix

Problem:
When the RTE is loaded in response to an IRRE Ajax request, and the 
backend is not utf-8-encoded, and some configurable labels containing 
special characters are downloaded as inline JavaScript, a JS error 
(unterminated litteral) is raised.

Solution:
utf-8-encode those labels when RTE is loaded through response to IRRE 
Ajax request.
