[TYPO3-core] RFC: Feature #2222: CSH missing for localization settings of pages

Problem:
The CSH of Page properties -> Options -> Localization settings shows 
only "..."

Solution:
Add a help text. This is an abstract of the Info -> Localization 
overview text.
