[TYPO3-core] FYI: Fixed issue #9235: Enable synchronous load of some htmlArea RTE plugins

Sorry, I screwed up this one. A boolean flag was inverted so that the 
patch was doing just the opposite of the intent. The attached follow-up 
patch fixes this and was committed to trunk revision 4022.
