[TYPO3-core] RFC: #9152: Deprecated code into stdgraphic

This is SVN patch request

Problem: recode_string() is hard-coded in this class. While corresponding option in Install warns that you need "recode" PHP ext to use that option, it is so easy to fix that I did it in 10 seconds. It took longer to write this e-mail than to fix the problem...

Solution: use TYPO3 character conversion instead.

I do not think this bug is that important, I just want clean up this.
