[TYPO3-core] RFC: #9109: Enable feature in element browser in rte like in normal one

Steffen,
I seem to be having some problems with the filemount portion of the 
patch.  It's working fine for me when using the element browser outside 
the RTE,  but my read-only file mounts are not shown in the RTE. The 
page mounts work correctly with and without the RTE.

Any ideas?
