[TYPO3-core] RFC #8049 Save button don't work when deactivating t3editor

This is an SVN patch request.

	TypoScript templates can't be saved at all after editing them using
IE7/WinXP


Branches: TYPO3_4-2, trunk

Problem:
	when t3edito is installed (ExtManager), but deactivated in the template
modul, saving does not work.
	the relevant lines were comment out

	furthermore currently the editor toggling did not work in IE

Solution:
	this patch
