[TYPO3-core] Poll for 4.1.7

Hi guys,

according to our release guidelines [1], it's time for a poll on whether 
we want to release another patch level version of the 4.1 branch in one 
week (2. May).

The number of changes is now at 16, which is OK for a patch level release.

However, I propose to wait until mid-May, and release a patch level 
version of 4.2 at the same time.

So please vote on two things:
  - Release 4.1.7 on 2. May

  - Release 4.1.7 mid May along with a 4.2 patch level release
