[TYPO3-core] RFC #8147: "Frontend preview" label and checkbox is not translatable and cannot be hidden

Hello.

This is an SVN patch request.

Problem:
When working at workspaces, there is a checkbox and label "frontend 
preview" at the top menu of the backend. This label cannot be translated 
(because it's hardcoded).

Solution:
Attached patch removes hardcoded label and puts the translation to
sysext/lang/locallang_misc.xml file.

Notes:
I've also made patch which introduce new user TS config option, which 
allows to hide "frontend preview" label and checkbox (see file 
bug8147v2.diff). But that may (and probably should) considered as a new 
feature and, therefore, postponed to 4.3, while not translated label may 
confuse users of 4.2 during year or so.
So, I offer patch with name "bug8147.diff" for 4.2 brach, and 
"bug8147v2.diff" for the trunk.
