[TYPO3-core] RFC: #6670: Enable Tabs in Page Properties III

Hey guys,

I split this big patch in two parts... I will commit this attached first 
part to 4.2 which is just code cleanup and adds the missing CSH, this 
afternoon if no one objects.

I will add the second part in a few hours here to the list, then it's 
probably easier to review, but haven't heard about the CSH problem 
(changing a label) so we can't go ahead here...
