since $TBE_STYLES is set within ext_tables.php you can use some PHP ,
for example isLoaded('t3skin') or even check for special values ...

BUT, as was pointed out by Steffen IIRC, the last loaded extension will
win, so it is kind of unpredictable which value will be used in the end.
