[TYPO3-core] RFC: #8014: remove empty tabs from TCEForms

Hey,

after all the discussions, I added everything we wanted to add. Is this 
patch suitable for all of you?

This patch does the following:

* Reverts the commited changes of Steffen
* Changes the function call for dynTabMenu in the TCEforms (only there)

Please review, so we can get this in RC2. I will also test this patch 
right now and see if everything else is still working.
