[TYPO3-core] FYI: Fixed bug #7990: htmlArea RTE color picker has no scrollbar

Problem:
When you add a couple of custom colors (20+) to the color picker in RTE, 
all colors are presented in one single column, while no scrollbar is 
shown. As a result, if window resizing is not allowed in the browser 
options, various colors are cut off at the bottom.

Solution:
Add scrollbars to the color picker dialogue window.
