[TYPO3-core] RFC #4575: Bug: Changes in alternative page language does not clear cache

Problem:
If an alternative page language is added or edited, the page cache is 
not automatically cleared for siblings and parent pages (as it is for 
normal pages). This results, e.g., in partly wrong and thus confusing 
menu entries. A manual clear cache is required each time to resolve the 
situation.

Solution:
Do the same cache clearing for edits/adds of pages_language_overlay 
records as is done for page records.

Notes:
This bug has been fixed on the bug squashing after the bug auction on 
T3BOARD08 by Sebastian and me.
