[TYPO3-core] RFC: #7496: exclude for header_position, header_link

this is a SVN Patch Request

Problem:
You can't hide header_position and header_link fields from editors as 
they not have the exclude field set.

Solution:
add the exclude flag for these two fields.

As part of the bug auction we got 40 beers for this bug by Michael
