[TYPO3-core] RFC: Fix bug #7980: Fix wrong TypoScript code in indexed_search template

This is a SVN patch request.

Problem:
The Indexed Search template provides default settings for the three TLO
properties config.index_enable, config.index_externals,
config.index_metatags.
However, they are placed wrong and have no effect at the moment.

Solution:
The solution is quite simple: Move these three lines out of the plugin
configuration.
