This is already the case as it's turned on and off depending on the 
compatVersion. As of 4.0, removeDefaultJS is set to "external" automatically 
(defined in class.tslib_fe.php). I suggest you do it similar with the 
minifyJS setting.

OK. Please do it similar like removeDefaultJS is documented.
