The missing things are fixed now (see new patch in attachment):
* added the toggle/import text to locallang file
* used icons instead of plain text links
* renamed new JavaScript object 'T3BrowseLinks' to just 'BrowseLinks'
* renamed new file from 'jslib.t3browselinks.js' to 'browse_links.js'
* renamed new directory ./typo3/jslib/ to ./typo3/js/ (as discussed)
