[TYPO3-core] RFC: minify FE javascripts by default

Hi!

This is SVN patch request.

Problem: it makes sence to minify JavaScript by default in FE.

Solution: set corresponding flag in $TSFE->config if it is not set and compatVersion is >= 4.0 (the same way as inlineStyle2TempFile or removeDefaultJS).

Notes:
- minification will run only if page is not in cache, so performance is not affected by this change
- this is a very simple and obvious change but I still want +1s for this (even by review) because it changes FE behavior
