[TYPO3-core] RFC: minify JavaScript

Hey Dmitry,

+1 for version 2 based on testing. Thanks for making the changes!

One more thing though... could we turn this TS feature on by default? I 
feel like 90% of all the people don't even know that this feature exist 
but want this improvement show up automatically. The other 10% can 
deactivate or stay with 4.1 :-).

Btw: Sorry for putting you on a rough spot with the other small nags.
