[TYPO3-core] RFC: Moving t3lib_TCEforms_inline::getJSON() to t3lib_div::array2json()

I think we should not add files on the first directory level of
typo3/contrib/. If we wrap all external scripts in subdirectories, we can
easily add a README file, some custom patches, etc.

Can you move it, please?
