[TYPO3-core] RFC: Bug #6618: Web->List: Add title to versioning symbol in extended view

Type: Bugfix, no-brainer

Branches: 4_1 & trunk

Problem:
All extended view symbols (view, edit, sort, new, ...) have title
elements to show a tooltip on mouseover, except the "V" symbol.

Solution:
Add "Display versions" as title-element to the versioning a-href.
