[TYPO3-core] RFC: Make the "Doc" module a sysext

Hey Masi,

yep, I gotta try and bring in Ingo's request today or tomorrow. I'll 
test it again and commit afterwards.

Also, I was wondering if we could add a info for the new version in the 
NEWS.txt that this feature is not installed by default anymore.
