[TYPO3-core] RFC: Make the "Doc" module a sysext

There is a UserTSconfig option.disableDocModuleInAB to disable the "old"
Doc-Module. This is imho obsolete with your patch and should be removed
from typo3/class.alt_menu_functions.inc and from doc_core_tsconfig
Documentation.
I could create a simple patch and send it as an RFC after your commit if
you think this is usefull, otherwise you might want to expand your patch
to remove this now obsolete option.
