[TYPO3-core] RFC: Fix Bug #4832 - Patch for ter_update_check into EM

Hey all,

yeah, you were right, Dmitry had some thoughts for the patch in the last 
version, Christian made a new version already on the next day (January 
26) and cleaned up the code. Since then the patch is sitting in the BT.

Dmitry, I suggest you just try out the new patch if you have time. It's 
very clean.
